Marginalisation, hate and violence: challenges to the rule of law and the security authorities
Ultra-nationalism, Islamophobia, anti-Semitism and other ideologies of inequality repeatedly test the vitality of social cohesion not only here in Germany, but in other countries also. The rule of law is being challenged by developments such as the renaissance of right-wing and authoritarian thinking, the increasing popularity of movements with extreme views, the rapid spread of group-related misanthropy and messages of hate via social media. Thus the issue of dealing with prejudice-related attitudes and extremism can hold significant risks.
The Bundeskriminalamt will therefore address the issue of hate crime at this year's Autumn Conference. As a symptom of the loss of social integration, this phenomenon raises some fundamental questions: What is the cause and how profound is today's social divide? Which factors promote and which endanger democratic coexistence? When do hatred, marginalisation and violence signal an irreversible threat to democratic institutions?
The importance of societal division and its consequences for the work of security agencies, as well as the challenges this poses, will play a central role at the conference. Not least in order to provide an overview of the most pressing issues, such as: What are the manifestations and dimensions of hate crime today? How effective are the existing enforcement strategies in the analogue and digital world? What is the potential for optimisation and what is the significance of technological progress? Where and how can prevention work be strengthened? What possibilities do those affected have to receive help?
Recognised experts will hold presentations on the individual topics and these will then be discussed with the conference participants within the framework of Q & A sessions.
